Before the workshop would have the advantage that results can be
presented during the workshop. After a successful workshop people
may be happier to open wallets? It has the disadvantage that anyone
participating in the discussion can't help prepare the workshop.

After is the reverse, plus IETF.

I think before is good if possible.

Can I ask for a calendar with rough planning for Berlin?
