Have you actually installed a license during the process? Xilinx offers 
a free license ("WebPACK"), that allows you to build for certain 
devices. As far as I remember, there's a link somewhere buried in 
xilinx.com, that allows you generate it. Our FPGA is the largest one, 
that is supported with a free license.

You problem doesn't look like a license issue to me, I think, the script 
that sets environmental variables for the build tools fails for some reason.
