[Cryptech Tech] coretest_hashes now with much higher performance

I have now updated the uart with the ability to set the bitrate as well
as number of data- and stop bits via the control interface. The new uart
is used in coretest_hashes and the hash_tester.py program uses the new
functionality to change the bitrate from default 9600 to 256000. The
tests ate now going much faster.

One caveat is that right now one needs to reset the design after
configuring the FPGA. On the C5G-board this is done by pressing the
rightmost button on the board (KEY0). Yes, I will fix this.

There are some issues with the longer test cases (hashing messages with
huge number of blocks) and the receive parser in hash_tester really
needs an overhaul to better handle data. But those fixes are for next week.

I've also checked in a new version of the prebuilt FPGA config file that
includes the updated uart.
