I agree, for a more secure -and non proprietary- operational framework
TEE or secure hypervisor (small 20K hypervisor, not KVM) developments
can be a good option. Linaro recently launched a security working group
(https://wiki.linaro.org/WorkingGroups/Security) who'll develop an
opensource reference TEE design and before that ARM launched the
-related- trusted firmware initiative
(https://github.com/ARM-software/arm-trusted-firmware). These or similar
developments could be a good start.
Have you already chosen the family for the on-chip cores (ARM, MIPS, ...) ?
