[Cryptech Core] wiki.cryptech.is sick again

Most critical bits of Trac restoration are done, seems to be working.
Wiki content should be pretty much as it was, which was the main
thing, and it's no longer going compute bound, eating its own
configuration file, or throwing exceptions every five seconds.

For the moment I've done nothing about restoring old tickets or
milestones, since, to a first approximation, we hardly use those.
