Looking at the repo on Github they seem to use Xilinx ISE:

They have some support files for building the FPGA bitfile, but they are
not using open HW tools. They use Wishbone as on-chip buses and the
OpenRISC 1200 as CPU core so quite probably GCC/GNU tools for SW.

The crypto HW cores provided are SHA256 and AES. No asymmetric
primitives. As Bernd stated, the TRNG is basically an internal ring
oscillator with some magic logic (including the constant 0x96). No
mixing or csprng in HW. There are also a UART and a SD card interface
provided.
