The important thing is who can push to a repo. Anybody could clone a
repo and create patches that can then be sent to one of those that can
push to the repo and ask for a pull request of patches. So commit bits
in CVS, SVN is more akin to be allowed to push to a specifik repo on the
cryptech server.

Also some of us have the rights to create new repos, rename and remove
repos - all done via ssh. This right could also be compared to commit bit.
