FYI: Leif and I are tying to get the development going ASAP. I have
written a proposal for the first development packages. The purpose of
these packages are to get the HW development started and produce
tangible results both in terms of cores and documentation. These can be
used to show possible financiers what we try to achieve and examples of
what we will deliver. I will translate the proposal and post it here.

One thing I have considered is the development of cores. We talked a bit
about using the Bunnie board/laptop. However I haven't heard anything
more about this.

My idea is therefore that we should work somewhat in parallel. We should
work on the cores and start getting them into real FPGA to test them in
live FPGAs as soon as possible. My suggestion is to get a cheap FPGA
board with USB connectivity. This allows us to test a single core (for
example SHA-256) by sending data/commands from a computer and receive
resopnse. This board will not allow us to implement a complete HSM
(unless we define a HSM to be simply a RNG for example).

This board will not use the trustworthy toolchain but allow us to
functionally verify the cores to (but not build trust in that there
isn't any other funtionality).

In parallel we can start doing a thorough tool survey, look at open
projects, talk to developers and find one or more solutions that look
promising.

This should allow us to move forward and not be blocked on the toolchain.
