I would say that non technical discussions for example financing,
meeting preparations etc goes into core. But all technology related goes
into tech. I can see a possible separation into @bugs, @users etc too.
But right now those would be in @tech.

(You were the one pushing for using @tech for as much as possible
something I agree on and try to adhere to.)
