 Admin interface exists, but needs integration with libhal PIN code, both
 for login and for setting PINs.

 NB: At this point libhal supports only three user IDs (one more than
 PKCS11 does): ordinary user, security officer, and wheel.  While we could
 add generalized users, I'm not sure what we'd do with them, and it would
 require some redesign, so I'd prefer to stick to the current three-user
 model at least until Berlin.
