 Need mechanism to keep multiple libhal applications running in parallel
 (eg, admin console and rpc server) from attempting to use the same verilog
 core at the same time, thus stepping on each other.

 Paul is adding a "this core is busy" flag to the low-level libhal core
 management code, expects to be done RSN.

 This ticket is just to make sure we remember to check that this is done.
