FT must answer. But I think the main problem is that we simply don't
know. It would require doing long term testing of the entropy source.
There will be a decay, but how bad, how fast. The way the source is used
the effect should be that the bitrate rate decreases. The proposed
mechanism is a way to reduce the uncertainty.

But yes, I don't like adding this mechanism unless it really is needed.
The HW complexity of the atual on/off switch is very small though. And
As FT says it can be disabled, which pushes the problems of starting,
warmup, race w regards to random number consumers etc into the future.
