As much as I prefer Altera over Xilinx, I don't think we should switch
over. The primary reason for this is that Altera does not offer a device
with as much resources as the Artix-7 200T that is supported by their
free tools. The biggest supported Cyclone-V device is the A7/C7. We want
to be able to use the 200T and then possibly mount 100T devices.
Forcing people to buy the tools will be a barrier we don't want to
impose if it can be avoided.
