How about a wiki page for technical requirements and threat-environment
requirements?  By this I don't mean "let's start a wiki and forget about it",
but that it's something that would benefit from a collaborative-editing
environment, for which the most common options are either a Wiki or Google
Docs and, uh, let's go with the wiki :-).
