Good strategy. Test the first iteration and find problems. Then do the

AFAIK there is no Flash directly connected to the FPGA on the Novenba.
On the DE0 there is a serial EEPROM. Something like that could be added
as a test.

BTW: The tamper detect is basically a single digital input pin and
should be easy to add.
