[Cryptech Tech] Cryptech ticket system is live

As threatened on concall earlier this week, I've logged the first
(sort of) real ticket in trac.cryptech.is: warnings emitted by
verilator when running in --lint-only mode on the Novena FPGA builds.

There's a Mailman list ticket-bcc for people who want to subscribe to
receive email notifications for every ticket update.  Like the commits
list, this list is only intended for use by the software: all comments
should go to the ticket system, the mailing list is just a mechanism
to allow self-service subscription to the notification stream.
