[Cryptech Tech] EIM: mostly working

Added module dependency graph to https://wiki.cryptech.is/wiki/StateOfPlay
attempting build (Makefile) now.

No HAL for this yet.  The initialization code is not really the sort
of thing one would want to embed directly in a HAL, perhaps we need a
separate novena_eim_rubber_chicken_voodoo.c  which we can call from
both test harness and HAL?

Will see about generating verilator --lint runs for all builds once
the current build is done (have some shopping to do while the build
is running anyway...).
