[Cryptech Core] linux foundation proposal

I don’t believe we discussed being outside the US as a requirement in the meeting, fwiw.  So once it seemed like the Linux Foundation met the requirements, we stopped searching for alternatives.

I think Leif has spoken some to the Commons Conservancy.  The money side of the Commons Conservancy is handled by the NLnet Foundation.
