[Cryptech Core] Call for objections to moving libhal & PKCS #11 from /user/sra/ to /sw/

So we're coming up on the Prague workshop, and most of our software is
still in the user/ tree.  Any serious objections to moving code
required for the PKCS #11 implementation over to the sw/ tree?

Absent serious objections by, let's say, noon UTC on Tuesday, I'll
move the code.
