I totally support both suggestions. Issue (2) is a real pain. We are
using Gitolite in another project and the repo maintainer has to clean
out soo many repos created by mistake. It gets esp problematic when
people start committing stuff into the erroneous repos too.

Creating a repo is not something you do all the time. Having a separate
command for it should not be that big of a burden.
